City of Cushing Announces Upcoming Vote on City Charter Amendments
Cushing, OK – January 14, 2026 – The City of Cushing will hold a vote on proposed amendments to the City Charter during the upcoming election on February 10, 2026. These changes are designed to align the City Charter with current State Law.
Voters will consider five propositions addressing updates to the Charter. These topics were previously approved by voters in 2024; however, due to a technical issue with notification procedures, those results were invalidated. To honor the will of the voters, the topics are being presented again.
The proposed amendments will modernize the City Charter and eliminate inconsistencies with State Law.
Ballot Details:
On the February 10, 2026 ballot. City of Cushing voters will see five propositions related to the City Charter.

PROPOSITION I
Shall the Charter Amendment, addressing purchasing procedures in Article IV, Section 5(m):
(m) The City Manager, or his or her designee, shall be the purchasing agent for the City and subject to any regulations which the board of commissioners may prescribe, shall contract for and purchase, or issue purchase authorizations for, all supplies, materials, and equipment for the offices, departments and agencies of the city government. Every contract or purchase exceeding an amount to be established by ordinance shall require prior approval of the board of commissioners. The city manager also may transfer to or between offices, departments, and agencies, or sell surplus or obsolete supplies, materials, and equipment subject to such regulations as the board of commissioners may prescribe. Contracts shall be in compliance with the Public Competitive Bidding Act of 1974 to the extent applicable under state law, as may be amended from time to time, and shall further be in compliance with such additional requirements as the board of commissioners may prescribe by ordinance. The city manager may transfer some or all of the power granted to him or her in this section to an administrative officer appointed by the city manager.

PROPOSITION II
Shall a proposed amendment of the City Charter, AMENDING Article XI, Section 1 addressing municipal purchases and sales, with the revised and replaced Article XI, Section 1 to read as follows:
Section 1. [Generally.] The board of commissioners shall have power to purchase any property, real, personal or mixed, which it deems to the best interest of the city, and shall have power to sell and dispose of any property, real, personal or mixed, now or hereafter owned by said city, subject to all applicable regulations adopted by state law.

PROPOSITION III
Shall a proposed amendment of the City Charter, AMENDING Article XIII, Section 2 to read as follows:
Section 2. [Same—Filing for nomination.] Any person desiring to become a candidate for commissioner's office shall file for candidacy of said office in full compliance with the procedures adopted for municipal candidacy at such time and places as adopted under state law for municipal elections.

PROPOSITION IV
Shall a proposed amendment of the City Charter, AMENDING Article XIII, Section 3 to read as follows:
Section 3. [Nomination.] Any person desiring to become a candidate for commissioner's office shall meet the minimum qualifications for municipal candidates as required by state law.

PROPOSITION V
Shall a proposed amendment of the City Charter, AMENDING Article XIII, Section 6 to read as follows:
Article XIII, Section 6 — Primary Nominations, of the Charter of the City of Cushing, Oklahoma, be amended so as to provide as follows:
Section 6. [Form of primary ballot.] Ballots shall be drafted and prepared in compliance with state law.
